Tier system within frats

I know a lot of people say its hard to rank frats cause it depends on your vibe blah blah but has anyone ever noticed that there's almost a tier system within each frat? Like the main popular guys at the top and the weird random guys who no one really knows at the bottom? I feel like its like this for every frat.
