I was wondering how common it is for fraternities to give sophomores bids in the fall.

Its pretty common other than at fraternities like sigma chi and FIJI

^^ this kid probably rushed sig chi and Fiji as a sophomore and didn’t get a bid. Both those houses had lots of sophomore pledges last year

I heard somewhere that most fraternities have to bid a certain number of sophomores to meet a quota. Is this true?

that's sororitys. Frats don't have a universal quota like the sororities do. Varies by house depending on chapter size and other stuff
