Do houses pick their bid list before rush begins?

Every chapter has a list of favorite pnm's that they want and will try to rush hard, but that's not a bid list. They will have their Philanthropy round list ready before recruitment starts though, but no chapter has an actual bid list until pref, and no chapter carries all their favorites all the way through.

Kappa has their bid list way before rush even begins if they haven’t been reaching out to you over the summer or invited you to any events in the spring or in the fall you’re getting cut first round and you’re not getting a bed. They’re very close minded, very insular and take money, over looks, grades, or involvement.
Not the best sisterhood -the only reason why people claim that they are top is because they have been “top” for so long the girls have your reputation for being shallow and mean. Their philanthropy is not that strong.

Don't worry about it. Pnm's need only focus on the chapters that invite them back and see what they think about the actives they meet and the other pnm's who are at the same houses who could potentially be in their nm class.

How do they have a list of girls they want before rush? Isn’t rush when you’re supposed to meet the girls?
