Why is ksig always low tier?

What's the explanation for Ksig's low ranking? All the guys in it are chill/nice, the past few pc's have been soild, and they throw fun events. They've grown considerably over the past few years, and they're next in line for a new house. People still rank them above AEPI (who's pledge class was 10ish guys) and BYX (which is hardly a frat).

They have a bad rep from a couple of years back. Frat was at the very bottom then, but last year or two they've been improving a lot. From my limited interaction with them they throw a couple super fun parties every semester and have nice respectful guys.
