frat bids before rush

Are most bids already decided before formal rush even begins? I assume connections first semester is most important. Anyone want to shed some light

I'm assuming you're currently a high school student? If so, yes. Meet as many people as you can in the first few weeks. Boulevards are easy ways to meet people and I'd strongly recommend you go to as many different boulevard tents and such.
