at isnt chi-o considered a top house ?

Chi o is traditionally considered a "middle-tier house", or according to more generous commentators "lower top-tier."

What I don't understand is why it isn't considered a top-tier house alongside theta, kappa, and pi phi.

It has a pretty house, pretty girls who are involved within and outside of the Greek system, and amazing grades...

So what leads it to be considered a middle-tier house?

agreed with what tiers said, it seems that partying is what makes you become top-tier (even though i have friends from chi-o who enjoy partying but are really well rounded)

SMU XO is currently ranked 5th or 6th.

With the loss of LXA, KA and Pike fraternities, they will have social pairing problems for the next few years.

DG will give them stiff competition to socially pair with fraternities 4 and 5. The top 3 fraternities are socially locked in with sororities 1-3.
