There are great girls in all of these chapters. What is your major? Phi Rho is for engineering & science, while SA is for agriculture. If you are majoring in one of these fields, membership will provide extra support and a connection/shared classes with members that are a match.

OPhiA is an incredible service organization, however you shouldn't rush it unless you are fully committed to lots of service which is very rewarding but not for everyone!
Phi Rho is home to mainly engineering majors, and SA is mainly agruculture.
If you'd like my opinion... if you are not engineering/agriculture and not fully committed to lots of community service, don't rush one of these orgs.
If your main concern is being in a sorority, wait until spring semester where you find somewhere you belong! There is a sorority for everyone :) Good luck!
