You are here for an education. PSU is well respected with great job placement. I would not transfer if you are already here, especially if you already pledged. There are always parties even for those frats that are shut down. But, if you were just applying, I would tell you to go elsewhere.

Even with the restrictions it's still fun. People don't realize how lucky we had it and still have it. Most places frats can't even have parties in their house lol
