tier 2 rise to tier 1 (hypothetical)

I know it's very improbable but say that more top tier frats get kicked off, a current top tier slowly falls tiers, or a Tier 2 rises to top eventually: which Tier 2 (acacia, ato, lambda, sig ep) would be the one to jump to Tier 1?
