no pi phi hasn't always been top tier, check the first few rankings on this site: rankings have changed a lot still probably mainly by self voting at the beginning of this site.

Phi Sig is next to AOPi, whether they want to recognize it or not. (Stop self ranking Phi Sig!!) And AXiD is with DG and DZ. Those three chapters cross rush every year. Theta is with ASA and GPhi. And, Kappa is definitely top tier. I think with this new pc, they are above KD and APhi
