I'm saying middle tier, but on the verge of bottom. They've been on probation for about 3 consecutive years, get in trouble constantly and overall have a reputation of doing dumb things. No house, and have shrunk a lot. They are trending down, not up.

Meh. Very middle of the pack, but they dealt with a lot the last year. They're a year away from being either top tier or irrelevent. Just hard to tell which direction they gonna go.
