Because you do COB in the spring doesn't mean you are "falling" or a bad sorority. All the groups lose girls over winter break for grades, social issues, they leave school, quit, whatever. If you are right around total, and you lose enough to drop below total, you need to COB up to total. So aside from maybe 2 or 3 groups who might be 15-20 above total, the rest will be below and need to pick up more girls to get back up to total.
Some groups prefer to be below because the numbers are more manageable. Some are required by their nationals to be at total. Each group is different and has different reasons for participating/not participating in COB.
