Depends on the house, but it helps at least a bit for most. You should mention it to wherever you're rushing, but don't make it a huge deal

Legacy can be an advantage in the process, but it isn't as big of an "in" as it is at other schools. It can be a good conversation starter to break the ice and show that you are interested in greek life and specifically their fraternity. Make sure it is a starter though and not all you talk about. Additionally, your relative who is in the fraternity could contact people to arrange to get a tour for your or something similar before rush starts to get your feet wet.
