if UW has 40k students why are sororities struggling

UW has an undergrad student body of 40,000 so why are sororities struggling to find 15 girls who want to join??????????? out of 40 thousand ppl? like

40,000 students doesnt rly mean anything when like half are international or speak english as a 2nd language.

And we are not in the SEC.

UGA University of Georgia has like 41,000 students and 30% are in greek life.
