Are more houses going to COB?

I heard a lot of chapters would be on the COB list this year as MC sizes are smaller. So why are there only 5 chapters on the list so far? Are there going to be more later?

Panhel reduced chapter totals to 105 members so only houses with less than that can cob this quarter
