Definitely FFR2017 because if you COB'd spring quarter, you wouldn't get to move in til the Fall, anyway! Also when you're new, you get to bond with your whole PC because everyone else will be new, and not miss out on super fun stuff in the beginning of the year like big/little, serenades

^ this is true, but i know of girls in houses who COBd spring quarter and have had a really good experience. rushing as a sophomore makes the process a bit harder and more stressful, and you might feel a little awkward because the other sophomores will be a PC above you. you could always try COB spring and if you find the perfect house for you then you could sign there without having to go through the stress of FFR! but COB is less commitment so if it doesn't work out you can do FFR :)
