improve the hill

To make the hill situation better 1. SigEp should get the old kappa sig house back 2. PKT should leave and prob give it to Phi Delt 3. D chi is boring but have a lot of brothers, it'd be more fun if they left and someone else took it (ato maybe) 4. DTD is getting there house back next year. If this happened the hill would be prime again.

Phi Delt is nationally dry, they wouldn't be able to do anything with their house. And Delta Chi is never losing that house.

Sigep and beta are “dry” too, most fraternities already are or will be very soon
