Yes, but it is rare. I got a COB from a chapter I was dropped from midway through recruitment. I knew a lot of the girls in the chapter and the new pledge class. If I were you I would go to the Office of Fraternity and Sorority life -- the COB process is not at all transparent but sometimes talking to them can be helpful.
