Dean Canevari (the grinch who canceled Easters) unilatteraly banned Fall rush in 1998.

Prior to this change, all new brothers lived in the house the year after being initiated (AKA second year for most, third year for a few).

The answer is that there aren't any real benefits of having an FOA. The training sessions are purely a burden and a joke. The FSL and DOS offices don't promote IFC rush nearly as well as they could or should.

FIJI, KA, and KSig have all proven that houses without an FOA can operate reasonably well, the only drawback being that they're "kicked off" and some rushees get turned off. The administration has brought this upon themselves. Why should a house adhere to an FOA ban when the FOA doesn't provide any benefits in the first place? What are they losing out on?

Maybe the people running the FSL and DOS aren't that smart and act shortsightedly, or it's that they just don't like greek life all that much. That'd explain their behavior better.
