Is there a certain # of bids for 2nd years in each pc for every srat/frat?

Sorority Recruitment has a separate Quota for upperclasswomen than it does for First Years. This benefits everyone because Second Years, etc don't take spots away from First Years. First Years are more desirable because they will be in the chapter longer, paying dues etc.
