Suspensions are basically meaningless.
Who imposed the suspensions? The IFC? The dean of students?

UJC doesn't have any authority over charters; national frats/srats do.
UJC doesn't have any authority over the FOAs; ODOS does.
UJC doesn't have any authority over "suspensions"; IFC/ISC do.

FOA is just an agreement where the school recognizes the chapter if they are willing to follow the rules laid out in the agreement. By following those rules, fraternities are allowed benefits of being in the IFC, which includes structured rush (access to the full rushee list) within the university, risk management programming, and official chapter GPA reports. KA and Fiji had their FOAs suspended for 4 years, at which time their nationals can apply to be recognized by the university. KA is still with their nationals, and I’m pretty sure Fiji is operating as an independent org.
The other suspensions are more short term, but they can easily get extended if those chapters don’t honor them

Sounds like ODOS or the Dean of Student Affairs just makes the request to the srats/frats and if they don't honor them then ODOS or the Dean removes the FOA.
Or is ISC and IFC involved in enforcing the sanctions?

ODOS and Office of Student Affairs are the same now. Merged. They enforce any kind of suspension.
They ask UJC to figure out guilt or innocence, which is kind of moot, given ODOS doesn't make allegations and bring charges without overwhelming evidence. Most orgs plead guilty.
IFC and IFCJC are totally neutered.
