You want insight? Here you go - Sororities do the choosing of the new members. The computer does not get anything wrong. People who do not understand the process clearly are the ones who try to find reasons why things did not work out as they wanted. Here is the process explained:

Y'all, COB is not a mini-rush-second-chance-go-round for a bid. It is not an organized thing and not up to ISC. Continuous Open Bidding simply means that a sorority that is below House Total or who did not take Quota may, or may not, offer some bids to get them up to that number. It is completely at the discretion of the chapters to offer bids, as well as how and when they do it. ISC would only make known chapters offering bids as a courtesy if the chapters let them know. No sorority has to announce that they are filling spots, nor do they have to hold events like an 'informal' rush. Some chapters will simply privately ask some girls to join, especially if they only have a very few spots. Knowing members and letting them know you are interested are the only ways to get one of these bids.

Feel like guys rush works better because it puts less emphasis on rankings and algorithms.

They literally organize rush so PNMs go to the houses they are interested in, frats send invites for later rounds, there are no quotas or binding agreements to accept a bid or else, etc.

That’s what I’m saying - Pnm is not allowed to rank alternates. So they might really love their third choice but get their 4th. It stinks. I think it’s to make sure all houses get girls at pref. But if your home is 3rd choice and you can’t pref there it’s awful. This happened to a few friends of mine. They ended up getting their 4th choice and suiciding their first or second when they would’ve been happy at their third.

Since implementing RFM, we have seen the average open house pool (OHP) of PNMs matched grow to nearly 80 percent for all campuses, compared with the old law of averages formula, when the percentage of OHP matched was significantly lower,

Generally, 85 percent to 95 percent of the PNMs are matched with their first preference on their membership recruitment acceptance binding agreement (MRABA) under the RFM. This percentage represents a key statistic that NPC tracks on each campus.

Some sororities are less popular, call it lower tier if you wish. Allowing these groups to choose to have smaller pledge classes would allow them to be more selective in who they take in, so after all is said and done the girls who join would be happy to be there and likely to stick around and the sorority might be able to improve in quality if not in numbers by being more selective.

Would it be a terrible thing if UVA had some smaller sororities just as it has some mid-sized and smaller fraternities?

There are a lot of messages here talking about how good Quota is and how RFM helps sororities but I think that if you ask any SDT (rip) what they think about it they would tell you how much it hurt the chapter. Maybe RFM helps you when you’re Kappa and you’re trying to compete with Tri Delt and Theta for the same girls but when you’re ranked lower to the bottom, it hurts you because it gives you a reputation for taking every girl. A lot of girls don’t want to join a house that is forced to take everyone. Actives also don’t like having a girl return for bid day that they didn’t like but were forced to take.

I've always thought that UVA would benefit greatly from 2nd year rush. I know it would never happen here (culture, financial impact, etc.) but given the preconceived notions about greek life as well as individual houses, combined with the toxic climate socially, I personally think it would be good for students to have a year on grounds before making any membership decisions. Just my opinion though and I know it's an unpopular one.
