how does a sorority rise in the rankings?

Looking back, the rankings don't look to have moved much. How do sororities move up in the rankings? Is it only about hotness or are there other factors?

I'd say a combo of hotness and social relations. If you get hotter more people will hang out with you. If you're not an ass people will enjoy your company and think more highly of you, thus your rank increases.
