They're usually date socials or date parties at the fraternity houses, aka NOT open to anyone. Like I'm pretty sure Theta Chi and ADPi have their own Halloween social together downtown, and then KA, Fiji, KD, Phi Mu might have a joint social as well like they've done in the past. If Beta is off sopro, they'll have their annual Halloween date party at their house and Sig Ep will also.
But like I said, there usually aren't any big open parties.

There were plenty of Halloween parties open to literally everyone. All you had to do was walk down old/new row and go into a house. Now if they said no when you tried that, that's a different story, but personally I never had an issue last year

That is blatantly false. Every fraternity on new row except Delta Sig and DTD had private date parties or date socials at the bars.

ATO had a pretty big open party and several on old row had open parties as well

Oh that was an open party at ATO? There were so few people there that I naturally assumed it was a private date party. My bad

In a sorority huh? ATO toots their own horn more than anyone on this website and you're clearly one. You have yourself away when you talked about your self proclaimed "pretty big" party last year. That party, like all ATO parties, was a bust. Everyone on here is just tired of you kids trying to convince yourselves that you're a "top" fraternity on here. It's laughable yet sad.

Yes and Theta Chi and ADPi have their own halloween social together. Idk where you heard about these "band parties" from.

To all the people saying there aren't any open parties, AGR and Sig Pi both had big parties on Thursday. Nearly every fraternity party is open on Halloween. Difference is they're only open to girls not guys. So if you didn't go to any last year then you're probably a guy that isn't in a fraternity.

"Big" is a relative term. By top fraternity standards, those parties were pretty tiny. Though many of the less relevant fraternities have open parties, I haven't heard of one big name hosting an open halloween party.
