what does it mean when ppl say aphi "dirty rush"

Most sororities do a form of dirty rushing but Aphi in particular used good looking girls from other Aphi chapters in the area during rush week and were able to trick pnms into joining

The stuff listed above isn't even that bad..

The most egregious and effective form of dirty rushing is rushing girls before fall begins. Many top sororitys stalk the UCI pages/IG for incoming freshman who appear to be good fits in their chapter (by good fit I mean they're hot). This typically occurs after acceptances so say May-Summer.

So they usually meet in spring/summer and basically implant in the PNMs mind that this sorority has everything they want: status, attractive and relatable girls, strong sisterhood, relations with top frats etc. after this they basically have a verbal agreement in place and not much can make them waver since they have already assimilated into the chapter.

So whether a chapter brings sisters from other chapters to improve their represenation isn't really that notable. Most of the top girls have already committed to a chapter. And tbh, each of the top sororitys dirty rush so it's really unfair to pin it on APhi only. If everyone's cheating then theres no real advantage.
