Can ranks really change?

Srat ranks can change but one PC doesn't entirely change things. For example, AOII is prob top of mid tier now instead of in the top tier but they've been trending that way for a while. And AXO and Kappa have been consistently improving over the years, so I think that pushes them to bottom of mid, but it's not like this one PC completely changed that. They were already on that trajectory.
