what determines the tiers? Obviously looks are a factor, but what else goes into consideration? Of course I realize that the tiers are not official and just known...

Literally, tiers are entirely based on looks. It's sad, but true. The hotter the girls - the higher the tier.

I'd think a school on the academic level of Florida would be more nuanced. At a lot of schools things like money, zip code, resume, etc. are really important. Some of the "top" houses often aren't the hottest.

For Sororities, it's how hot you are. For Fraternities, it's which sororities you hang out with. Top Tier fraternities hang with top tier sororities. Simple as that.
Sorority Tier: Looks
Fraternity Tier: Which Sorority they do stuff with.
