why is it?

That most of the lower tier houses and the houses that really suck have to do spring rush? Like Dg, Aoi, Sk, phi mu, Gamma, Aephi, dz, xo, ddd. The truly top houses do not have to spring rush. I just do not see Kappa Delta, Zeta or Adpi doing Spring rush !
