If you drop after you accept a bid from a frat bc of family emergency can you rush in spring again to the same or diff frat?

You should ask your pledged frat if they would reissue your bid in spring. If you don't want that bid you are free to try elsewhere. As long as you aren't initiated you're a free agent.
