Yes, you talk to your friends in houses and tell them you are interested. COB is not determined solely by quota, it is also about chapter total membership numbers. Panhellenic determines what the number for chapter total is and houses that are below that number may offer some bids to get up to the chapter total number, as well as any house that didn't make quota. Houses eligible to COB may choose not to.

so who does a sorority girl go to tell in the chapter if they have a friend who is interested in their sorority for the spring?

Your friend in a house can really only help you if she is initiated. Otherwise, she doesn't have a voice or a vote.

So if I have a friend in a house who just got a bid, do I just ask her to let me know if they're having spring recruitment and ask her to advocate for me? Also, if I am friends with someone whose house has a filled quota can they still rush me?
