quota?

how many girls can each chapter take? does it depend on how many they have currently or is every chapters quota the same?

Quota is the same for every house but there is a built in safety that every girl who ranks both her pref houses (or her only pref house) will get a bid even if it puts a chapter over total. Every girl who goes to pref is on their bid list somewhere.
