rushing top/upper mid tier frats

In what scenereo would a soph with no connections get a bid at a top tier frat. What would characterize such a guy? Pls don’t comment if you’re not in a top tier frat/sorority. I am dead set on joining a top tier fraternity this fall. Thanks in advance
