Top tier:
Alpha Delta Pi
Chi Omega
Alpha Xi Delta

(AXiD tends to be interchangeable with Tri Sig, however, the AXiD's pledge class looks a lot better than Sigma's this year)

Middle tier:
Sigma Sigma Sigma
Alpha Phi
Delta Zeta (Aphi and DZ tend to be the same, but APhi has improved this year)
Zeta Tau Alpha (interchangeable with bottom Middle tier or top Bottom Tier)

Bottom tier:
Kappa Delta
Alpha Omicron Pi
Phi Mu (New. Random and a lot of GDI's)

-Keep in mind not every one defines "top-tier" or "bottom-tier" the same way.

pretty much agree with this. everyone puts chi o & adpi at the top but the middle is always very interchangeable. dz, axid, sigma, aphi all move around, usually depending on who you ask and what time of year it is

I have to say that this is about as accurate as it gets. Sigma is definitely falling because they have relied on their past reputation for too long. AXiD and APhi have both improved. Bottom Tier didn't change much this year, other than the addition of Phi Mu. Good Ranking.
