What does dirty rush mean? Is it bad?

There are certain rules set forth by pannahellenic. If girls break that rule they get fined So things like trying to pay for things for you like lunch. Or by talking to you during a period of time when they are not supposed to. That is considered dirty rushing

And when is that time when the active members don't talk to those potential members? Because there was a time i knew this girl from rushing her house and after awhile she would avoid me.. Which was rude.
