How do snap bids work?

Would they be given out tomorrow? How does it work and can you get one if you didn't make pref night?

given out anytime after noon tomorrow only if a chapter doesn't fill all their spots. The chapters get to decide who they give it to (could be anyone) and you only get one if you dropped recruitment not if you reject your bid or didn't make it to pref night
