You don't have to explain yourself if no one asks. But girls will know that you're re-rushing and honestly that's somewhat frowned upon but it's your choice to re-rush. But just know that girls will know you're re-rushing and it can look weird/ be a turn off.
You honestly should've just went with the original house you got the first time, the process but you there for a reason. Your second time around might not be that different but good luck.

Honestly just the fact that you're on here looking for answers is already concerning. Sounds like your first time you might have been flawed by this website into thinking another house is better. Those types of people honestly shouldn't even be apart of Greek life.

Hey so this happens actually quite often. 9.8 times out of 10 they end up getting dropped from every house or dropping out again. After going through the recruitment process all the sororities either decided they didn’t want you or you decided you didn’t want them. For example ΩΩΩ decided they didn’t like you and you didn’t like ΠΠΠ and you didn’t except ΦΦΦ bid. ΩΩΩ still wouldn’t want you and now ΦΦΦ doesn’t want you and you originally didn’t like ΠΠΠ. Honestly Greek life may not be for you. It is hard for some people to except this (I saw a girl go through recruitment 3 years in a row)

Don’t bring it up. Sororities know everything. Use the time to speak about yourself, find out about sisterhoods, and make friends. If it gets brought up, sure, speak about it. But it is a red flag.
