transfer as a junior

I am transferring as a junior and would like to rush a fraternity 1. can you rush as a junior 2. how does the rush process look at ASU at my school you just walk around the different houses and go to events and you will probably get a bid. 3. what are the top houses, my freshman year I was wet rushed into a bottom fraternity and do not want to go through that again
