most parties/ social place to live?

I'm transferring to ASU this fall, and not really interested in rushing a frat. My last uber driver graduated from ASU and was in DKE, he told me quickly before I hopped out that ASU is best to just live in a social complex rather than rush.
He also told me ASU has considerably died down from its past reputation and glory days, and that most frats just get plex's off campus now and there's no greek row, but even when they get their new one it will suck and be dry.
I'm coming to visit in a few weeks but what are the most social or out of control places to live? This guy told me in 2012 there was a place called "The View" that had a line of hundreds of people waiting outside DAILY to get in and party. Anywhere like that now?
The only place I can remember him mentioning is HUB, but what are the best spots? The louder the neighbors the better, but what places are the most fun and WHY?

I live at Tempe Metro apartments right now and it's one of the best decisions I've made. Its a social place, and although I don't see many letters walking around, neighbors party a lot, and its not that expensive. I'm not in a frat but know tons of people in the complex and party with a lot of them, and the best thing is security doesnt regulate much if at all. The pool goes off late into the night as well. Check it out if you like loud neighbors who have fun.

You will not get nearly the party scene PERIOD if you're in a frat or not because ASU doesn't party like they used to, greek life is VERY soft here now when it comes to partying. Don't let that kid's experience of being at the pool with 15 guys and 3 girls ruin what you think you can accomplish WITHOUT a frat, you can pull tons of girls WITHOUT a frat (THOUSANDS DO AT THAT SCHOOL). 3+ years ago, frats would literally host kick backs everyday at their complexes, and throw parties every night. Some frats were basically just an open revolving door to parties that basically went on for a semester straight.
Back then, DKE, PIKE, Kap Sig, Sig Ep, and others would literally just party 24/7. Now today, these frats may barely throw a party once a week and you'll never come back from class on the daily anymore to a brother hanging with 3 other dudes and like 5 chicks at 2pm on a Tuesday. It doesn't happen anymore.
Trust me, as long as you're not some goob who cant talk to people, you'll party as much if not more than the frats, because well its just not hard to out party frats here now. Just get a big place to live, maybe a big house at cottages, or a 4 bedroom at like District to host people. You just need a "go for it" attitude when approaching people and you'll do fine. Best tip is to literally knock on the door of every person on your floor and introduce yourself, no one else does this and it makes you the man day 1 especially to girls (CONFIDENCE).
Stay at Hub, District, Gateway, or Cottages. Cottages are best for the bigger parties, HUB has the more spacious room set up than District BUT you get away with more partying at District so its a trade off, and Gateway has to be the most lowkey rager spot at ASU because those townhouses NEVER get cops called for parties.
