ip-ban for trolls, psychos, and bullies

There have been a significant amount of trolls and psychos (note the "Aphi" poster who is pretending to be from aphi). If greekrank banned those people along with bullies, this community would be a much better place.

All APhi would get banned. They are the biggest bullies on here.
