spring rush

I second everything that was just said. My chapter is doing spring rush even though we made quota because we are under total and I know we are not the only ones.

They may have met quota but they can still do spring recruitment if they're not at total. If they're at total than they can't do spring recruitment. Even if they aren't at total they can still choose not to spring recruit so it's hard to say.
