It could start as early as today and as late as April. It depends on the chapter. I would reach out to them. Also every chapter has a different opinion on age. Tbh if you are an upper classman it will be much harder

How would you reach out? Through an email?

I would think almost every chapter is over total and won't COB. Pan will reset total within 72 hours and there may be 1 or 2 COB'ing but that's it. Plus there will be a freeze once AOPi starts the colonization process.

If by "old" you mean junior or senior, the AOPi colony recruitment might be a really good option for you. Our national rep explained how it works (prob the same with AOPi): They try to get a group of different classes (freshmen, soph, juniors, and even some seniors) so that there will not be a sudden graduation of all of the founding members at once. Chances are competition will be hardest for the freshmen spots, and less competitive for upper class spots. Of course, I have no insight into how AOPi will do it.

I suggest you check it out though.

The option of your interviewing with the ladies forming the new AOII colony is there, but be aware no sorority is required to bid everyone who wants to belong. Their recruitment process will be like that of all the other NPC groups, using standards and policies to bid only those women they deem fit.

I wrote chapter about COB and got nice response offering to set up a coffee date. But it’s been several days since I gave them some open times and I am worried that they’ve already made their decisions, or that something else is wrong. It’s really hard waiting! Any suggestions?

It's not a perfect process because it's informal, so it's really easy to slip through during COB. Reach out again to follow up to show you are interested! If they're at capacity, they probably took girls they knew/the chapter associates with because they're familiar faces. (This is why the COB process isn't recommended). If you really can't get ahold of anyone by Tuesday, reach out to Panhellenic and let them know what's happening. If everyone is at capacity, wait till January and spots will open up for Spring COB. Until then, be sure to socialize with girls in your classes and at parties, the majority of girls who get into chapters during COB are found this way (and have preferential treatment this way). Best of luck, find your home girlie!
