Honey, ranks only exist on this site and frankly sorority ranks are mostly made by guys.

you can tell which sororities are top tier because they are the most selective and their girls fit a certain mold. The worse sororities have to just bid anyone, so they are more random. Generally, looks and somewhat decent GPA and the type of personality that is "popular" are what's important.

What makes a sorority a top house? Defined preference.
If you prefer molded women, that to you may be a top house.
If you prefer many alums who are actresses and politicians, that to you may be a top house.
If you prefer what others may define as 'random' sisters, that to you may be a top house.
If you prefer a group historically populated and/or founded by women of one particular religious influence, that to you may be a top house.
Bottom houses are similarly defined, this time by using "don't prefers" to categorize a house as bottom.
The 26 NPC sorority groups appreciate one another's differences and have long worked for the betterment of women and society.
NPC sororities work together without calling-out each individual group's traditions, values, standards and choices as completely wrong.
Friendship works the same way: you live your life and allow your chosen friends to live theirs while sometimes working together within a defined shared space of similarity.

That is such bs because ranks change every year. No house will stay top forever, they can have a great rep that they've built but there's never a guarantee a house will stay in a specific place. What you're saying makes zero sense. All houses have pros and cons and just take different personalities of women, and FYI ALL chapters have random women, actresses and politicians, and are highly regarded in some aspect nationally.
