Each tier is not in order, but they are all very similar in ranking. You might get a bid to one in a tier but not another in the same tier depending on who you are. It's a good idea to rush a house who is rising because they'll be better by the time you're an upper classman. Being steady isn't bad either, it just means they're the same as last year. Falling houses have a good chance on being dropped a tier this upcoming year.
Top: Kappa Sig (falling) Lambda (steady) Sig Ep (falling hard)
Upper Mid: Delta Sig (rising fast) DKE (steady) Pi Kapp (steady)
Mid: Pike (rising fast) Fiji (falling) Sig Tau (rising) Sigma Chi (falling hard)
Lower Mid: KA (falling hard) Alpha Sig (rising) Sig Pi (rising) Delta Chi (steady) TKE (falling)
Bottom: DTD, Chi Phi, ZBT, AEPI, Sigma Nu,

Expect Delta Sig, FIJI, Sig Tau, and Sig Pi to have the biggest PCs because they’re expanding quickly or improving their numbers
PIKE, Pikapp, chops, Kappa Sig, Sigep to have 30-40 kids because they are steady and want to be more selective
KA, Alpha Sig, DTD, DChi to have the around or less than 30 as they prefer less guys or are trying to regain quality guys
