strict bars?

I have a friend coming in from out of state and they just turned 21 today, they can't get their license flipped/get a new one before they come here so does anyone know if bars on mill are strict about that kinda thing or should they be ok

Legally you have 30 days after your 21st to get it flipped. They should let you in before the 30 days.

as long as the id isnt expired they'll be ok

If it's an OOS license it doesn't matter. Per AZ rules...

Acceptable forms of ID include an unexpired driver license or identification cards (vertical or horizontal) issued by:

 Any state OTHER THAN ARIZONA,
 The District Of Columbia,
 Any Territory Of The United States or Canada

if the license includes:
 a picture of the licensee and
 the person’s date of birth.

A liquor-licensed business may not accept as the only form of identification an unexpired, vertical (under age 21) ARIZONA driver license or identification card when the owner/presenter has been
age 21 for more than 30 days. This applies only to Arizona driver licenses and identification cards.
