Do recs get you a leg up at all? Like will sororities make a note to pay a little more attention to you if you send in a recommendation or is trying to get one a waste of time

They're a waste of time. My chapter doesn't even collect them and I'm pretty sure all of them dont

JMU sororities don't take recs as seriously as larger schools. I wouldn't waste your time
