I think this one is more accurate now before you all jump down my throat listen,
-aphi is more on par with tri sig and asa because you see them more being friends with top tier fraternities and have more of a campus presence than phi mu and theta.
- ast is higher than gamma phi and adpi because they still have some good mixers and a few day drinks throughout the year, whereas gamma phi and adpi don't as much.

Yeah aphi is a step above phi mu and theta but they certainly are not on par with ASA and tri sig (no matter how poorly they've been doing) which is why they are always ranked top of the middle tier. Also ast is 100% in the lower tier. Sure they are better than gamma phi and adpi but they are not on the same level as phi mu and theta which is why they are placed at the top of the lower tier. Sorry but this is just the way it is.
