the way i understand it, if you drop you would be able to rush again the next year

no. you would not be able to do cob anywhere this year. you could re-rush next fall if you drop.

if you get initiated into any panhell srat, you’re done and can’t re-rush ever.
if you accepted a bid but decide to drop, you can’t do cob this year, but could do formal recruitment in the fall.
