Can you rush in the fall and pledge in the fall as a sophomore transfer?

yea absolutely. it's easier to get a bid and pledge in the spring, but the fall is manageable. there's just less time for the fall rush, especially as a transfer so you gotta really put yourself out there and show up to a lot of stuff.

do any sophomores end up pledging in the spring, and is it much harder to get a bid in the spring as a sophomore transfer?

Some houses offer fall pledging (Beta, AEpi, Kappa sig if they weren't on probation, Signu, Phidelt) for both transfers and sophomore guys who might have fallen through the cracks or otherwise. These houses also offer the option for a sophomore to join in the spring along with all the other houses, sophmores can rush as essentially freshman at any house assuming youre a cool dude

so not all houses offer fall pledging? does fiji? or phi psi or dtd?

Fiji and phi psi do, unsure on dtd or zbt. Honestly though try to rush other houses than these. Trust me
