They could be successful. It'll be hard operating outside of formal sorority recruitment without a house. It depends solely on how well their people from nationals can sell DG and how well DG's reputation gained from schools like Florida State can carry them. If their reputation carries them, they could climb very quickly. I'd wait and see if they have a tent set up in the early weeks of Fall term to ask them what they're about.
