Each sorority handles legacy status differently. For my sorority, unless there is something seriously wrong (horrible grades, rude, etc), legacy status will only get you past the first round. After that, you're on your own. I've heard that it's similar with most sororities. Of course, there are different types of legacies. In-house legacies (younger sister of current chapter member) tend to rank higher, then chapter legacies (daughter/granddaughter of chapter alumna), then non-chapter legacies. That is really a game of connections. But, as stated above, most of the PNMs are probably legacies somewhere. So it might help a little, but do not assume it will get you anything.
